　　On the morning of October 28, Xi’an-U held an enlarged meeting of the Party Committee and a study meeting of the theoretical learning center group to convey the spirit of the 20th National Congress of the CPC and the First Plenary Session of the 20th CPC Central Committee. Wang Yuxuan, Party Secretary of CPC Xi’an University Committee, presided over the meeting. All the leaders, Party Committee members, heads of all departments, deans of each school, and secretaries of the General Party Branch (directly affiliated Party branch) attended the meeting in the form of online and offline combination.

　　The meeting conveyed the spirit of the Seventh Plenary Session of the 19th CPC Central Committee, Report to the 20th National Congress, the First Plenary Session of the 20th CPC Central Committee and the Speech by Vice Premier Sun Chunlan at the Symposium of the Shaanxi delegation as well as the Meetings (enlarged) of the Standing Committee of the Provincial Standing Committee and the Standing Committee of the Municipal Party Committee.

　　Wang Yuxuan, Party Secretary of CPC Xi’an University Committee, made detailed interpretation on the basic context and logical architecture of the Report tothe 20thNational Congress of the CPC from the following seven aspects: the Theme of the 20th National Congress,the Work of the Past Five Years and the Great Changes in the First Decade of the New Era, A New Frontier in Adapting Marxism to the Chinese Context, Missions and Tasks of the Communist Party of China on the New Journey of the New Era, the Creation of a New Development Pattern and Pursuing the High-Quality Development,Exercising Full and Rigorous Self-Governance of the Party, Calls on the Entire Party and the Chinese people of all ethnic groups.

　　The 20th National Congress of the Communist Party is a meeting of great importance. It takes place at a critical time as the entire Party and the Chinese people of all ethnic groups embark on a new journey to build China into a modern socialist country in all respects and advance toward the Second Centenary Goal. It declared that the Party would hold high the great banner of socialism with Chinese characteristicson the new journey withwhat kind of spiritual state toward what kind of goal. The Amendment to the Constitution of the Communist Party of China (CPC) adopted by the 20th National Congress has incorporated major theoretical, practical and institutional innovations in recent years into the Party Constitution, fully reflecting the major theoretical views and strategic thoughts established in the Report to the The 20th National Congress of the CPC. The First Plenary session of the 20th CPC Central Committee and the newly-elected central leadership of the CPC fully embodies the common will of the whole Party and the common aspiration of hundreds of millions of people.

　　The meeting stressed to firmly implement the General Secretary Xi Jinping’s the important requirements on holding firmly in five aspects, and fully recognize the thepolitical, theoretical,andpractical significance of the 20th National Congress. Everyone in the Party should develop a good grasp of theessence, core principles, and practical requirements of the 20th National Congress, deeply understanding the thought and action unity of the spirit of the 20th National Congress. Departments and schools should fully understand the strategic plans on invigorating China through Science and Education and developing a strong workforce for the modernization based on the Report to the 20th National Congress. The work should focus on developing education that meets the people’s expectation, improving systems for scientific and technological innovation and implementing the workforce construction,making full use ofthe platform of Xi’an international talent port and “talent pool” to gather various talents into devoting themselves to the development of Xi’an-U.

　　The meeting required Party organizations at all levels take the study, publicity and implementation of the spirit of the 20th National Congress asa primary political task at present and in the future, carefully organize the implementation, and quickly rise the upsurge of study, publicity and implementation.The first is to study the Report thoroughly,making full use of the theoretical study center group of Party committees, the political theory study of Party organizations, and the training class to carry out study and discussion so that leading cadres take the lead in leading the study, experts and scholars guide the study deeply, advanced figures enter the university to promote learning, and young students actively learn from each other. The second is the mastery of comprehensive learning. Everyone should implement the spirit of the 20th National Congress and learnthe important speech made by General Secretary Xi Jinping’s visiting to Shaanxi, integrate the latest achievements of Marxism into the key work, and effectively promote the spirit of the 20th National Congress into the education of the students. The third is to take the actual situation into consideration ,and implement the spirit of the 20th National Congress, complete the current work and make a plan onthe future work to further promote the policy of “Educating People in Three Aspects” in the way of caring about teachers and students, solving the practical problems of teachers and students. Measures should be strengthened on thediscipline construction, master degree application, scientific and technological innovation,and the competence of workforce. The work will focus on constantly improving education qualities, including teaching skills and students’ learning, creating a powerful force for building Xi’an-U as a high-level application-oriented city university that meet the demands of Xi’an’s development and become a university that knows about Xi’an most.
